    Alert for the People of Andhra Pradesh – New Registration Charges Effective from December 1

    Increase in Registration Charges in AP:

    In urban areas, the registration values and structure values should be revised every year on August 1, and every two years in rural areas. However, the YSRCP government has imposed a financial burden on the public by increasing the values through a special revision. Currently, a review is underway regarding these changes.

    The Andhra Pradesh government has tentatively decided to increase the registration values for the purchase and sale of properties from December 1. An official announcement will follow with the approval of Chief Minister Chandrababu. Due to the inefficient governance of YSRCP, the registration values in some areas are higher than the open market values, leading to stagnation in the real estate sector. The government is working to address these issues by determining new values based on local development and other factors.

    In this regard, committees have been formed at the district Joint Collector level. For the past two and a half months, the Registration and Stamps Department has been conducting a thorough assessment of the registration values. Finance Minister Buggana Rajendranath and Revenue Minister Anagani Satyaprasad held a special meeting on Friday at the Secretariat to review the progress of the value revision. They are preparing proposals on how to increase or decrease the values in different regions.

    Adjustments to Be Based on Reality: The registration values may be increased by a minimum of 10% and up to a maximum of 20%. If the current values are far from reality, they may be adjusted downwards. Revenue Minister Anagani Satyaprasad mentioned that the values will be determined based on factors like corridor growth, national highways, and other considerations. He also noted that special committees are examining survey numbers, their boundaries, developments, registration of documents, and other details in those areas. Unlike previous administrations, the value increases will align with ground-level realities. He highlighted that document registrations generated revenue of ₹10,005 crore in 2023-24, and as of October 24 this financial year, the revenue stood at ₹5,235.31 crore.

    On the other hand, in some villages in Andhra Pradesh, the re-survey has been completed. Registrations are ongoing in other villages based on survey numbers. Finance department officials, along with the Revenue Department’s Special Chief Secretary Sisodia and the IG of Registration and Stamps Department Sheshagiri Babu, participated in a meeting held at the Secretariat. Another official meeting is expected within two weeks, where further clarity on the value hike will be provided.

    No More Shortage of Stamp Papers: Minister Anagani Satyaprasad stated that stamp papers are being made available in Sub-Registrar offices, as before. He mentioned that registrations would continue through both e-stamping and physical stamp papers. He elaborated that 1.5 million stamp papers of ₹50 and ₹100 denominations are being sent to Sub-Registrar offices. Anagani emphasized that efforts are underway to bring reforms for the convenience of buyers and sellers in the Sub-Registrar offices.

    He specifically mentioned the introduction of a paperless governance system and the implementation of a slot booking method for registrations. He also said that further discussions are ongoing to introduce additional changes. He highlighted that the British-era practices have been discontinued, and red tape has been removed from Sub-Registrar offices.
