The recommendations of the panel headed by Kovind are: In its report, a committee formed under the chairmanship of former President Ram Nath Kovind has recommended holding elections to the Lok Sabha and state assemblies simultaneously, as well as elections to local bodies within 100 days. The panel said in its report that simultaneous elections would help save resources, promote development, enhance social cohesion and further strengthen the foundations of democracy.
It also proposed to set up an implementation management group to look into the implementation of its recommendations. The panel also recommended 18 constitutional amendments. Most of these do not require the approval of state assemblies. But these require some constitutional amendment bills. These have to be approved by Parliament. The plan is likely to get approval from the Law Commission soon. It may recommend that Lok Sabha, State Assembly and local body elections be held simultaneously from 2029.
